Who knows how many people and how much it cost them to produce that, the cost of the Cry licence and the cost of the specialised Cry training that licensees have to do.
UC uses the Ogre 3d engine, so its similarly possible to do something in Quest3D (Lumion engine) if one has the development budget.

You just said that it's possible to use quest3d to build Lumion like that :D
Urban Circus is 10,000 USD. It's beta and working closely with client for customization, I've did demo it, fun to use.
Maybe, Lumion Urban in the future :-D
