Thanks for enquiring, and your interest in Lumion.  :)

Refer further:
1.  LUMION 5: Minimum hardware requirements. (same for prior versions)

2.  Lumion Web Site: Specifications.

3.  Passmark: Videocard Benchmarks.

So it's important for you to get an idea of what sort of projects and scenes you are going to do in Lumion, as that helps guide in what sort of PC hardware is needed.

The Passmark for the R9 290 is 6546.  So that is above the minimum to work with more complex scenes.

I would always suggest the decision (especially as a business decision) be based on investment in earning projects and clients and in getting the job completed in a timely manner.  As such, is the budget in line with the business goals for future projects and should the hardware be improved so it provides for some more capability.

None of us have a crystal ball to foretell the future, so you make your best guess and judgement at the time.

Another aspect is; will this setup lock me in or is there enough performance to provide some flexibility for different projects.

I see there is no mention in the list of a screen.

Refer also to the Lumion Benchmarks we have, see attached.  As you can see from the graph, the majority of cards used are NVIDIA GTX based.

The PSU seems reasonable.  Sustained rendering with Lumion, for example completing an overnight render may be OK with the 650W, only time will tell, and so long as you don't add other hardware, it's likely to be OK.

The CPU is fairly average and as an i5 is OK, but might be a bit limiting as I have found an i5 (along with motherboard and RAM) are bottlenecking my graphics card.  I would try to aim for something a bit more powerful, faster i5 or i7 and faster RAM.  Pending budget of course.  What CAD design software will you be using?

Some other members will hopefully also reply, especially those using Radeon cards.
