The bloom post processor simply adds a bloom effect so everything blooms. The Lens flare effect has more detailed controls and operates on the HDR buffer to create flares and a bloom effect.

ok you win....ill just have to keep going back n forth in build mode and movie mode
for the glare bloom & glare threshold.

Nope, you can just add the lensflare effect and it has all the controls. It even has more controls like the rotation of the flare, anamorphic streak, flare type and also chromatic aberration. The contols in weather mode are essentially dumbed down version of the movie mode effect.
