The GTX 1050 Ti has a Passmark of 5306 (assuming as it's for a laptop its the Max-Q technology).
So you can expect to be able to work with Simple but not Moderately Complex Scenes.
Which graphics card do you need?The card only has 4 GB of memory which is fine, but 6 GB for the GTX 1060 and a Passmark of 7189 gets you a good 'bronze' based laptop. Note form the Knowledgeable Article I mentioned, that there are no GTX 1050's listed. The lowest level bronze start at the GTX 1060's. If you get a laptop with a GTX 1060, make sure it is one with 6 GB and not the lessor 3 or 5 GB models.
If you can push the budgets to a GTX 1070 then that gives you a lot more scope for the complexity of your projects and the improved render times.
What are you after, a bronze, silver or gold option? And what type of
Scene complexity?
I would recommend more than the minimum 8GB of RAM, get 16 or more.
The clock rate of the i7-8550U (although you also mention i7-7700HQ for the same laptop) has a speed up to 4.00 GHz which is fine for the graphics card and Lumion.
