Snapping, no. If there was, a good method would be for face-to-face snapping which makes it easy to join any two objects.

Although there is the move+F key for flattening to a surface this won't help in this case as its not really doing snapping.
Your best option with your cad may be to do it incrementally; built a part, export, build the next part, remove the old part so that the cad can still save to an incremental file, export the new part. This way all parts will still have world center in Lumion.
Also is there a way to make something reflective in a way that when lights hit it they are then reflecting that light? example Road markers, signs

. That involves light bounce which is supported in ray-trace renderers. You can possibly get sort of a similar result by using the
Lensflare Effect (with Bloom) and making the object emissive, so that as the camera pans across such objects there is some light fx.
