You are probably suggesting a subscription based model like Adobe/Autodesk/UnrealEngine/CryEngine and other companies/engines are adopting. They do bring the software cost down as it's more a per use base approach, but some still have the perpetual licenses available also.
Selling software as a service as it's benefits but the company has to be prepared and scale to deal with day-to-day activation /deactivation of licenses and users, which is a whole 24h department in-itself.
