In brief: try C:\Program Files\Lumion Free 3.1.2\Redist2010 \vcredist_x64.exe as part of the Lumion installer that may repair the VC runtime files, this is for a 64 bit system, vcredist_x86.exe for 32 bit.

From a browse on the internet, it seems that such a report generally occurs when the PC's registry has a wrong entry for that file.
There are two general options:
1. run a registry tool to scan and do fixes on the registry. No recommendations on what tool and considerable care must be taken using such tools, only use a previously trusted one.
2. the file itself is installed as part of the Microsoft® C Runtime Library 2010, so it may be easier to try a re-install/repair. It would seem the safer way to go, and generally does not take too long for the installer to verify existing files and do the update. Re-boot afterwards.
There is a file: vcredist_x64.exe as part of the Lumion installer that may repair or re-install, this is for a 64 bit system install only, see C:\Program Files\Lumion Free 3.1.2\Redist2010 (make sure its the 2010 and not the 2011 file). If the client has a 32 bit system then you may find a similar vcredist_x86.exe to use.
Alternatively, the runtime distribution can be obtained from Microsoft downloads.
