As Morten already commented, Lumion can't do any kind of simulations, even very simple ones.
For a traffic light to switch from red to green with cars starting to move, you'd at least need
basic animation triggers. Lumion doesn't have any. The best you'd be able to achieve is fake it. You can animate objects in Lumion fine, you just can't make things react to each other.
If you need to simulate things, try Quest3D, Unity, CryEngine3 or UDK.
All of which are awesome realtime engines.
All of which are infinitely more complex and difficult to master compared to Lumion.
