Thanks for the files.
Issue 1:- Horizontal lines:I have rendered your Scene and get no horizontal lines (pic 1). This is as should be with the fix provided in 6.0.1. So if you are using 6.3/6.5 then so long as your drivers and Windows updates are all done, you should be fine to go. Lets us know if not.
Issue 2:- Ghosting(bluriness):It's easier to see once there are no horizontal lines

. This is the
Depth of field effect being used. You may wish to adjust the settings to tweak things a bit, but as you can see the difference in bluriness of the trees (at distance) is the
Depth of field effect. (pic 2 and 3).
(optional) For bit of fine tuning of the renders I note that there are some
Shadow Effect settings that could be revisited.
a)
Shadow Range could be lowered to about 175m, this will give best quality shadows for closer objects and the furthest object(background trees) are still within that range.
b)
Omnishadow is at max, which means extra shadowing will occur across all objects, especially the trees in the background resulting in a little bit more darkness than may be desired.
c)
Shadow Correction was at max. This slider works the otherway around, less is more. Has been commented to the developers. So a value of 0 gives greatest correction (closeness between object and shadow). Normally the default value works well in most situations.
d)
Indoor/Outdoor was set to Indoor.
