When rendering a night scene with fountains, is there any way to make my fountains cast shadows,
No. The fountains have limitations in that they do not support shadows during daylight, night or from lights.
One way could be as a work-around by capturing say an image of the fountain (do against a black backdrop), taking it in to an image editor, select and make a greyscale image with alpha, then use that as a decal (plane laying flat and apply the image to it as a Custom Standard Material with Clip for the alpha). This should then leave the coloration of the fountain as a shape and adjusting the
.. and recieve/refract light?
Light refraction is not something supported in the real-time renderers of Lumion. You could perhaps use some of the other effects to give the fountains and lighting in the area some additional interest, such as DOF, Lensflare, Bloom, altering the properties of the fountains.
