If money is no limiter, then fastest GPU is either Titan or 780 Ti. Titan has 6GB which is better for more complex scenes, but the Ti is coming out now in special editions with 6GB and later on with 12GB.
Other option is the recent Quadro K6000 which has Benchmark similar (slightly less) than Titan but is good for CAD as well. We have 1 user recently updated to.
Best motherboard that sport most recent platform - Ivy or Haswell, quality motherboard does matter as does RAM, faster the better (for general stuff).
Only 1 GPU can be accessed by Lumion.
Lumion uses the GPU mainly for the real-time display and rendering, with some use of CPU for final stages of creating a video.
A good CPU is needed for CAD and VRay relies on CPU. i7 latest and fastest or Xeon, if you have the money.
