You achieve this by adding an effect such as the Sun Effect
in Movie Mode
. Build With Effects
allows you to 'Build' further in Build Mode
and have the effects also playing.
There is quite a lot of information found by doing a search on the forum. Sometimes of course too much and it needs a bit of filtering to get the right stuff. I have provided some below.

1. Use the Sun Effect
, add it to a clip or the movie.
2. Make some keyframes for different sun positions, see Create Movie Effect keyframes

".. the basic procedure is that you need to add the Sun
effect to a clip and then set a start and end keyframe for the Sun height

.TIP: Keep in mind that the sun position will not change in the Movie preview, for example when clicking on the Play button, unless you click somewhere on the red time line slider. Another useful tip is the U key which will update the lighting and reflection texture. If you keep pressing this key, you can also preview the clouds in a higher resolution.
"Don't forget that the lighting for change in sun position does not get updated in the Video Mode Preview window unless one of the following happen:
1. end of drag the scrub-bar in video editor
2. finish a Play
3. press the U for Update key
4. render the movie in either 2 or 3 star."
